MINUTES OF PREVIOUS MEETING

1.0 The meeting opened with the previous minutes and a discussion took place.

MATTERS ARISING

2.0 Last Monday a meeting took place between Frank (President), Emil and Huma about the debts owed to Huma via the community. Huma said he did not pressure the residents to pay these debts for 2005-2006 for gardening. The budget was set at 60.000 € per year but with little extra bits and pieces went up to 90.000 €. This is what Huma said he had paid to Mazápolis.

3.0 Dave asked Frank what he thought about this. Frank said the bill should be paid. Dave said that Huma did a lot of this on his own back so he could sell his villas. Emil said Huma did it for everyone's benefit, and that we must talk about this outstanding debt. Sandra asked Emil if we have a proposed budget.

4.0 We went on to talk about the AGM that took place and it was decided at this meeting to change the Security and Gardening contracts. Dave said this is what causes problem within the community because no decision was made. Dave went on to say that there was no clear majority vote for change.

5.0 Dave said Frank has emergency powers to make changes but, when dealing with large sums of money that bas been paid by the community then everyone should be informed and giving an opportunity to vote. Sandra asked what the money was going to be spent on, it needs to be broken down and a budget is so important. Emil said that living in Spain you never get good offers it is so difficult to negotiate. Frank told Huma that he was putting pressure on us to make a decision about the gardening and that we were not pleased about the increase and wished to try another company.

6.0 Frank said, where were the people when he asked for volunteers to come forward to be representatives, no one wanted to know. Sandra said that it had come to her attention that many people came to put their names forward only to be told it was to late, they had missed the deadline. Frank Said they wanted to be involved but, they do not want the responsibility.

7.0 Dave said, Frank must listen to other people’s views and give out positive information, nothing bas been put on the website yet. He must see it from an outsiders point of view that when we are asked for extra money for bills. We must send out the information and let everyone know and people will be more agreeable because they know what is happening. Also Frank needs to put on the website names of the manzana representatives.

8.0 Frank said be would only put the minutes on the website when we have all agreed. He did not call anyone to the meeting because his wife has had to go to Holland because a relation is very ill, and be did not know if the meeting would go ahead.

9.0 Emil asked us to make the meeting legal, but it cannot be, because of the quorum of people attending were only 6.

10.0 Frank said we should put our names on E-Mail as some of the representatives do not want to give out their telephone numbers.

11.0 The reason for the meeting taking place today is that Huma has sent us a bill asking for 50.000 € for water, our name was put forward by Huma to Aqualia, because he had no money in the bank to pay this amount.

12.0 Rick asked Frank to contact Encarna and to find out what is owing. Roger said this should not be for the infrastructure. Is Huma still collecting water from sewerage. Rick is very concerned for us and says that we will all have to move from here, especially those people on pensions because we will not be able to afford to live here, because it will become to expensive.

13.0 Frank - The budget will go up from 450.000 € - 700.000 € per year, and I want to be president so 1 can help keep costs down. Huma was very upset with what was put on the internet, he has now presented us with yet another invoice for 2005-2006 of 23.000 € for cleaning and 68.000 € for gardening, but we did not have any roundabouts then, so why this amount.

14.0 If we are going to pay this money to Huma we will make sure this is the final bill from Huma, but we need to know exactly, what it is for and get the Administrator and President to negotiate with Huma.

15.0 Dave stated that the people will have to be informed about this.

16.0 Frank - Once we have agreed we then need to have a vote.

17.0 Roger - 6 or 7 people go around in overalls with the name of Mazápolis. How much work is done for the urbanization and how much work is being done privately for Mazápolis, until they are in a position to tell us, we cannot pay them. This is my main argument with letting Mazápolis go.

18.0 Huma also wants us to pay him 50.000 € for street lighting, we will have to get someone to give us an estimate of what it has cost from an outside party.

19.0 Roger - That will be money well spent.

20.0 Karl-Heinz - Where do we get the money from to pay?

21.0 Frank - If everyone pays their community fees, we will have this money.

22.0 Rick - Most of us agreed that the roads should be taken over by the council. Frank said that the council want everything but does not want to pay.

23.0 Sandra - We have to pay these taxes so why not let the council take over the roads as we are paying twice for these services.

24.0 Frank said because we are private we have to pay for everything ourselves.

25.0 Emil - If we let the council take over the urbanization they will come when they want to and we will have no control. We only have power if we are all united. We will not pay Huma until we have investigated.

26.0 Roger - We do not want to go over to the council running as they will supply us with wheelie bins and we will end up looking like Camposol.

27.0 Roger - Has a licence has been applied for.

28.0 Frank - We do not have a licence and he will have to look into this matter. I will make an appointment with the Ayuntamiento and the water company and need 3 volunteers to go.

29.0 Dave - Who owns the water company and is every bill we pay, going to the water company.

30.0 Roger - We should ask them to show us how the system works, before we consider handing over any money.

31.0 Rick - I do not understand why we should be responsible. Dave asked who dealt with re-cycling of water.

He who asks is a fool for five minutes, but he who does not ask remains a fool forever.
